The green liquid has a contact angle of 50 degrees with the rails, and the yellow liquid has a contact angle of 120 degrees. By itself, the yellow liquid would not advance, and its high contact angle makes it bulge out. But because the volume of the yellow liquid is fixed, it is only the contact angle of the green liquid that matters for determining the capillary force.
